This should be okay (if these are really all licenses of the sort that
we typically encounter in or around FOSS, which seems to be the case).

In most cases, the license would not be covered by itself. In most of
those cases, there won't be any explicit license for the license text.
In a few cases (e.g. anything in the GPL family) there will be an
explicit license of some sort that would be non-free from Fedora's
perspective. Fedora already assumes such material is okay in at least
some circumstances, though. I wouldn't worry about it. If it were more
than just a single corner case it might be worth clarifying in
Fedora's legal guidelines. The issue would arise when packaging any
sort of license scanning tool.

Also, the "license of the license" shouldn't be reflected in the License: tag.
