If all the licenses are Fedora approved, then it is just a matter of
getting someone to review your package (which can take a while). You can speed it up by reviewing someone elses package, and asking
them to review yours.  (Plus, in going through the review guidelines
for another, you'll notice some of your own mistakes.)

If there is a questionable license - ask about that license here.
Make sure all the code has a license.
