Right. But it is not dissimilar to the sell-yourself-into-slavery clause in the GPLv3, so it should be okay.

Is this license on anything in Fedora?

radvd uses it, and probably a few other things in the IPv6 context. (It may be KAME-related.) getaddrinfo in glibc is partly covered by it, too (without the advertising clause).
