It doesn't give permission to modify, either, or (of course) to
redistribute modified copies.

There may be other grants of permission outside of that header which
might grant such permissions.  Is there a full statement of license
anywhere?  Are there other statements from TI floating about the web
which say that the file can be modified and redistributed?

It might be possible to simply obtain a statement of these permissions
from TI.
