What I'm trying to say is, that this piece of code is licensed as rpmlint. Currently, that means GNU GPL.

If in any future, rpmlint license is changed to XYZ, this code is also affected by that change.

Except if XYZ is not GNU compatible OSI approved license.

Hi,

I would like to release my code under the following terms. Could you
please tell, whether the statement is clear?

Anyone can use, copy, modify, and/or distribute this software for any
purpose with or without fee under the same terms as the rpmlint project
[0], provided that rpmlint license stays both GPL compatible [1] and OSI
approved [2].

[2] http://opensource.org/licenses/alphabetical

The part about "provided that rpmlint license stays..." is not clear at
all. Are you trying to permit people to sublicense? If so, why not
simply use MIT? It seems like you're trying to grant restricted
sublicensing... and I'm not sure if that is Free.
