I can't imagine how we would permit this, as it is basically bundling of
dependencies in the Perl universe.

But assuming that at least one item in a hypothetical bundle was under a
copyleft license, we would have a legal issue because we would not be
distributing the identical source (or any "source" at all).

TLDR: No.
