It is not mandatory, however it is strongly preferred. In cases where
the LICENSE file provides the appropriate information and there is no
reason to believe that any of the sources are not covered by that
LICENSE file, that software can be included in Fedora. In such
situations, packagers should ask upstream to consider adding per-file
licensing attribution in a future release.
