license approval requested

I'm packaging "Golly", a cellular automata program, and Jason Tibbitts 
pointed out that while Golly uses a GPLv2+ license, that an included 
library of patterns uses a different license:

     This lexicon is copyright © Stephen Silver, 1997-2005. It may be 
freely copied
     and/or modified as long as due credit is given. This includes not 
just credit
     to those who have contributed in some way to the present version 
(see above),
     but also credit to those who have made any modifications.

This license looks to me to be even less restrictive than a 2-clause BSD 
license. Is this license acceptable for files in a Fedora package? And 
if so, what should I call it in the License tag?
