No, that is Artistic 1.0, which is non-free. You might ask the upstream
if they would be willing to move to Artistic 2.0
(http://www.perlfoundation.org/artistic_license_2_0) which is Free and
GPL Compatible.

Alternately, they could dual license that code under a free license.
