So, the short answer is that our Legal/Export page is still accurate.

The long answer is much much longer and more complicated, but it has to
do with how exports to Iraq are actually handled, large amounts of
individuals in Iraq are still export restricted, specifically, remnants
of the Baath party scattered around in different parts of the country
and the government. We do not have a license to export Fedora to Iraq,
and while it is possible for us to apply for one, there is a high
probability that it would be denied. Accordingly, Red Hat Legal is
treating Iraq as export restricted.
