agreed, except that that I would place it between "News" and "Project Support".
While we're at suggestione: I suggest to add a comment to the fl default yum.conf that "strongly suggests" to subscribe to fl-announce so that no one realizes one exploit too late that her platform isn't supported any longer.
Alternatively (or in addition) Fedora Legacy could undertake to release on end of support for any OS one final update, to a package such as redhat-release, which contains a post-install script to alter the message of the day, and write a suitably noticeable message to syslog.
