Some sort of freeze process?

Should people consider some sort of process for freezing packages which are to be released? For example, all this discussion of whether to include yet another patch in the kernel. What probably should happen is a package is frozen for release testing. After that the only changes that go in are for problems introduced due to the proposed updates. Any further patches should go into the next release.
