Not quite for kernels. We can continue bumping the build version of kernels, as we know that there will be no more 2.4.20 kernels issued by Red Hat, and thus there will be no chance of version collision.
Are you sure?
Didn't Red Hat release a kernel update after EOL once before? What would stop them from doing it again?
