I followed the instructions on this page:

To install yum, I went to:
http://psyche.freshrpms.net/rpm.html?id=1118

(The above is a RH8 package). Install Yum then use the first link to
populate your /etc/yum.conf file. 

It's not RedHat9, but I'd expect that the procedure would be almost
identical.

If you're using apt, just make sure to change the version number as the
first link shows for 7.2, 7.3 and 8.0.
