When Fedora Legacy RPMs get released, they will be moved to the directory you mention.
Unless I am mistaken, you want to look in the RPMS.legacy directory. The files in RPMS.updates are RedHat released updates.
I need only to download RPMs because for update I'm already using Current up2date server.
Right now there haven't been any Legacy update releases, but if you sort the directory listing by date you will see the latest ones at the top.
