Another case would be the addition of rpms for more systems. Also, when there is an update to an advisory, this is marked at the id. For example an update to RHSA 2003:279-01 would get the id 2003:279-02 (real example). Btw, I think an incremental id would be better than putting the bugzilla id. That way we have a small number, more easily remembered. Either way, bugzilla id is still shown in the body of the message.
