The kde-redhat project has apt for rh73. I'll speak for Rex :-) and say we can 
maintain the apt version for rh73. I'll also step up and say I'll maintain 
apt for rh72

I've seen requests for apt for rh73, you can get it from 
http://kde-redhat.sf.net to start the bootstrap process.

We also have a (slow) bugzilla at http://bugzilla.kde-redhat.org

If I remember right, the rh73 version of apt is just a back "port" and some 
patches of fedora.us' apt, so when Rex feels like it, it should easily :-) 
pass the QA process.
