I am throttling the particular virtual host that is 
download.fedoralegacy.org.  If this were to be a perm host of the 
services, I'd shape them.  Being that this is a temporary solution I 
don't want to get into that just yet.

Also, most of the difficulty I've been having in the last week ends up 
being my switch locking me in at 5M instead of 10M, and causing all 
kinds of problems.  This has since been fixed (just today) and things 
seem much better for me.  I'm still throttling http traffic on 
download.fedoralegacy.org to just 1M/s limit, but thats plenty no?
