The current "mirror list" files are special to apt, and are used when
apt is ran for the first time to get a list of mirrors the user can
interactively choose from. The future mirror list will be a lot less
"sparse" and "cryptic" and will have full information like location,
bandwidth, hours of operation (if not 24/7) and example yum/apt conf
entries. The current files MUST stay the same way they are/were as
they are really behind the scenes apt config files.
