@bmasney thanks for the quick answer. I agree that this would make it a bit
more harder for those that use production kernel for debugging (I include
myself in this group). You can always overwrite the built value with `panic=0`
for debugging in such cases. As discussed in slack seems that the consensus is
(for automotive use case) have this value built-in instead via the kernel
cmdline.

And sure, if this change is accepted I'd also change a-i-b to facilitate a bit
the development workflow with the debug flag (I think you would like panic=0
when use_debug=true?)

Right now I need to figure out why all this build failures which surprised me
a bit ...
