If you are changing this at the config level, then could you also change a-i-b to look for the use_debug flag and set `panic=-1`? I think you could put it in this block at https://gitlab.com/CentOS/automotive/src/automotive-image- builder/-/blob/main/include/computed-vars.ipp.yml?ref_type=heads#L224 where the existing code checks for the `use_debug` flag.
