redhat: Do not build libperf with cross builds

When executing one of the cross build targets, for example,
dist-cross-aarch64-build, the compile fails with

cc1: error: unrecognized command-line option '-mbranch-protection=standard'
cc1: error: unrecognized command-line option '-mbranch-protection=standard'

These errors are from building libperf which, similar to perf, is base
architecture specific.

Do not build libperf in cross builds.
