Define SNAPSHOT correctly when VERSION_ON_UPSTREAM is 0

The Makefile changes cleaned things up quite a bit, but left out the
else to define SNAPSHOT when VERSION_ON_UPSTREAM:=0.  The result was as
specfile with debugbuildsenabled set incorrectly.
