That was the how the original public webhook worked until someone started posting commits with empty merge request descriptions. *cough*Prarit*cough* So the other option is to flip it from 'if 1 does _not_ have Ccs' to 'if _none_ have CCs', then set the NO_CCS_LABEL. Thoughts?
