A build submitted and canceled does run into trouble though.  Maybe that
is what you were referring to?

That's not correct. A build that fails can be resubmitted with the same n-v-r. The only reason to bump for a failed build in the CVS days was to get a new tag, to avoid calling cvs tag with force.
