All the entries in your sddm.conf are commented out. Are you sure
it's right?
I'm sure it's the file installed by dnf:
$ rpm -V sddm
......G.. /run/sddm
.M....... /var/lib/sddm
$
i.e. it hasn't been modified. IOW all the settings are just the
defaults listed in the file.

I tested your sddm.conf and unfortunately it has not solved the problem.
However, I did some troubleshooting and I found consistently occurring
warnings that might have something to do with the login loop:
Here's the relevant journal:
kwin_wayland_drm: drmSetClientCap for Atomic Mode Setting failed. Using

When I try to use weston as a compositor, I see no login screen at all,
just a blinking cursor in the upper left corner. There are no errors in
journal, weston just quietly quits.
If anyone can deduce anything from this info, I would be grateful.
I have GTX1630 card, but I do not use NVIDIA proprietary drivers.
