SDDM does not resume after hibernation

After resuming a logged-in Plasma session, the screen is blank. On
logging in remotely, I see:

$ systemctl status sddm

(The system was resumed at 08:00am)

$ systemctl status plasma
921 earlyoom
$ systemctl status kwin
921 earlyoom

When I switch to gdm and reboot, then hibernate and resume manually,
everything works as expected.

Is this a known bug?
