SDDM does not resume after hibernation

After resuming a logged-in Plasma session, the screen is blank. On
logging in remotely, I see:

$ systemctl status sddm
● sddm.service - Simple Desktop Display Manager
     Loaded: loaded (/usr/lib/systemd/system/sddm.service; enabled; preset: enabled)
    Drop-In: /usr/lib/systemd/system/service.d
     Active: active (running) since Tue 2023-10-10 08:01:41 BST; 1h 28min ago
       Docs: man:sddm(1)
   Main PID: 1149 (sddm)
      Tasks: 2 (limit: 19015)
     Memory: 21.1M
        CPU: 52ms
     CGroup: /system.slice/sddm.service
             └─1149 /usr/bin/sddm

Oct 10 08:01:41 Bree systemd[1]: Started sddm.service - Simple Desktop Display Manager.
Oct 10 08:01:41 Bree sddm-helper[1195]: pam_unix(sddm-greeter:session): session opened for user sddm(uid=990) by (uid=0)

(The system was resumed at 08:00am)

$ systemctl status plasma
921 earlyoom
$ systemctl status kwin
921 earlyoom

When I switch to gdm and reboot, then hibernate and resume manually,
everything works as expected.

Is this a known bug?
