Not really. Fundamentally, we would be orchestrating PackageKit to
prepare to do a system upgrade, and DNF does it *itself* rather than
calling PK. GNOME Software is the only other implementation I know of
for this, but GS code is complex to understand and not particularly
easy to follow.

I wish I understood what the steps are that GNOME Software does to
prepare the system upgrade...
