This is what I have (with a UK keyboard):

$ localectl
   System Locale: LANG=en_GB.UTF-8
       VC Keymap: gb
      X11 Layout: gb

Dead keys are working, even though that isn't apparent from the above,
because the layout is actually UK International. I've no idea what 'VC'
means (the localectl man page doesn't say).
