The issue seems particularly associated with qBittorrent. The window shows the download directory and when a new file finishes downloading it should appear immediately in the window. Sometimes it does and sometimes I have to hit F5 to see it. File actions from the command line do show up immediately, but I can't see why qBT should be anything special in this regard.
