On my system it does allow to call it to update.
I can only assume it's calling some other tool to do this (dnfdragora
maybe?), but since I don't have this installed it does nothing, not
even recommend that I install the tool.
Perhaps you have it set not to show in the system tray?
In System Tray Settings -> General -> Extra Items -. Software Updates
