I've used this thread a number of times to recover because I never remember what the problem is exactly. Was bitten again today and sure enough that symlink was missing.
While it may not be much help, I highly suspect mine got whacked by `dnf upgrade`. Sadly, it's been a while so this list may not be super useful, but here's what did get updated (below). My bet is on some ill behaved %post.
