I don't recall when exactly (or even why now), but akonadi_knut_resource was moved from the default kf5-akonadi-server runtime package to -devel. I *think* the reasoning was that it was some sort of debugging/developer tool. I can certainly move it back (fixed in kf5-akonadi-server-18.08.2-2 in rawhide soon, and updates when ready).
