System Settings -> Workspace -> Shortcuts -> Custom Shortcuts

Then:

Edit -> New -> Global Shortcut -> Command/URL

Name the shortcut and then fill in Action with kcmshell5 kcm_kscreen and Trigger with the keyboard shortcut you want.
