Try:
kcmshell4 language
KNode is (and will remain for the foreseeable future) a kdelibs4
application. Kdelibs4 uses its own, more flexible, date&time settings. This
was dropped in KF5 in favor of using a locale for date&time formatting, and
there are still complaints about that functionality regression upstream.
