the SW entry in systemsettings is driven by apper (something we are no 
longer shipping by default in f26+), and it relies on a feature provided by 
the PackageKit backend that's been missing for quite awhile.

Missing PackageKit backend features are tracked here:
https://bugzilla.redhat.com/show_bug.cgi?id=1181859

I don't see these getting fixed any time soon either (one reason we finally 
moved away from using apper).
