I tried # dnf --enablerepo updates-testing update
and got >100 packages, but still the same result, with the same
plasma-workspace package. I haven't found 5.8.6-3.  Perhaps it will turn
up soon...

the whole fedora updates infstracturcture is appearently broken crap for a long time now otherwise https://koji.fedoraproject.org/koji/buildinfo?buildID=862096 would be pushed with dependent packages at the same time and such partly updates would not be possible at all

especially it would not take *that long* to get it from updates-testing mirrors when it was built a complete wekk ago

Also 20 kmail-ish packages skipped for broken dependencies

that is liekly the DNF bug which talks about skip ofor broken dependencies when it in reality means "skip non-installd soft-dependency"
