What is org.kde.applauncher supposed to be doing?

It seems that [ActionPlugins][0] is associated with my
external monitor, which is also the Primary Display.
Moreover, [ActionPlugins][129] seems to be associated
with my LVDS.
I assume this is true because both displays have a
contextmenu triggered by RightButton and perform
switchdesktop when turning the mouse wheel;
however, the association of [ActionPlugins]
displays is not quite clear to me just based on <id>.
