The thing is, the system Apper doesn't ship the Plasma 4 plasmoid. There are
similar reasons for all the other packages being downgraded or rebuilt with
different flags.
Downgrading only the workspace will work, for some definition of working,
sure. But it will not be fully functional if all your applications expect a
Plasma 5 environment.
