It's been a while since I've done this so I don't know if this is new
or not, but I used to be able to reorder items in the Favourites menu
by simply dragging them. This no longer works. They can be dragged, but
can't be dropped anywhere and just stay where they are.

I'm at the same levels as you are and I'm not seeing any issues.  I can drag and drop
items in favorites to my desired order without issue.


And it just fixed itself. I did nothing whatever except lock the screen
and leave it alone for a few hours.

Same here. I tried before lunch and nothing would move. Thought it might have something to do with Lock/Unlock widgets but that didn't make a difference. Come back from lunch and tried again. This time it works.
