KDE is not and never was a windowing system. The software formerly known as 
"KDE", i.e., KDE Plasma and the KDE Applications (and the underlying KDE 
Frameworks), can in fact run on 2 different windowing systems: X11 (through 
XCB) and Wayland. (At least the KDE Applications can actually also run on 
the windowing systems native to proprietary operating systems, but X11 and 
Wayland are the ones that matter to us on GNU/Linux.)
