FWIW after some digging around, The sound events that failed on this box after the update had there full path shown in system settings > notifications > Plasma Workspace Making changes to change a sound event it seems the full path gets added. This caused the failure here. Removing the full path and just having KDE-Sys-Log-Out.ogg instead of /usr/share/sounds/KDE-Sys-Log-Out.ogg Fixes my problem.
