Ehm, you're actually right. For whatever reason the rpmfusion updates
repositories where disabled. I didn't actively disable them, seems to be
disabled since october when I was upgrading the system. Will watch it
next time, at least it solves the issue for me perfectly and just by
side... solves the mystery why RPMFusion takes for some updates so
terrible long since Fedora 23... ;)

rpmfusion has still no stable F23 repos and never had

so it's correct to have the "stable-updates" disabled and the testing repos enabled
