Because "when possible" is effectively never.
Official Fedora packages cannot be build in OBS, and even for third-party
packages, Copr just works better with Fedora. In particular, the Fedora
targets in OBS do not include updates and are thus effectively useless.
(OpenSUSE has a strict ban on soname bumps in updates. Fedora does not.)
