Are you using kwin-5.3.0-2 ? (It included a fix wrt cursors vs 5.3.0-1)

Pretty much the same here - kwin 5.3.0-2, breeze. Also , the arrow
cursor changes back and forth from the "softer" arrow to the more
angular one in different locations around window borders.
