Actually, in 0.99.2 (which we ship in F21, F22 and Rawhide – F20 has 0.9.23 
which I think doesn't have this issue to begin with), it can be disabled in 
UPower.conf, see:

So we just need to write the setting to UPower.conf somewhere (%post 
scriptlet of PowerDevil?).
