Thanks, I found it there.
But why is it under the Browser tab?
I find the rationale of akonadi almost impossible to fathom.

With regard to the original query,
I've found that the only reliable way
to create or delete a KMail folder arising from a local dovecot/IMAP server
is to run KMail on the same machine as the IMAP server.
