/usr/share/polkit-1/rules.d/org.freedesktop.packagekit.rules

polkit.addRule(function(action, subject) {
    if (action.id == "org.freedesktop.packagekit.package-install" &&
        subject.active == true && subject.local == true &&
        subject.isInGroup("wheel")) {
            return polkit.Result.YES;
    }
});
