If it's what I encountered, then, yes :-) The KDE systemsettings 
set time thingy does not work. You have to set the time using (as 
root):

timedatectl set-timezone "America/Edmonton"

Chose your time zone. This will create a link in /etc/localtime.

If you try to set it in KDE, this link will be deleted and you do 
not want that.

You probably also want to use NTP, so:

timedatectl set-ntp 1

It helps to read the release notes ;-)
