To give more details I use Quick Launcher and had it near the top of the screen. Previously if I moved it there and locked the widgets it would stay. With 4.6 after locking it moves down. It appears to make room for the bar holding the resize, options etc. icons.
Just reporting it as Rex asked on his blog but also hoping someone has a suggestion.
